The National Steering Committee (NSC) of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) has approved the nationwide rollout of the flagship skill development programme, marking its transition from the pilot phase to implementation across all 200 identified Industrial Training Institute (ITI) clusters.
The Committee also cleared strategic investment plans (SIPs) worth a combined ₹1,237.58 crore for five ITI clusters across Odisha, Gujarat and Telangana, with leading industry players partnering as Anchor Industry Partners to modernise vocational training infrastructure and improve employability.
Nationwide rollout approved
The NSC’s decision enables states and Union Territories to implement PM-SETU based on their industry readiness and institutional capacity.
The Committee also approved a series of measures to simplify implementation, deepen industry participation, encourage greater involvement of public sector undertakings (PSUs), and strengthen the institutional ecosystem supporting the scheme.
PM-SETU is one of the Government’s flagship initiatives aimed at transforming India’s ITI ecosystem through industry partnerships, upgraded infrastructure, future-ready curricula and stronger employment outcomes.
₹1,237.58 crore investment approved
A key outcome of the meeting was the approval of five Strategic Investment Plans (SIPs) with a total investment of ₹1,237.58 crore.
The projects have been recommended by the respective State Steering Committees and will be implemented through industry-led partnerships to upgrade multiple ITI clusters.
Odisha gets ₹240.21 crore cluster
In Odisha, the approved ITI cluster comprises Government ITI Barbil as the hub, supported by Government ITIs at Anandapur, Koira, Karanjia and Barkote as spoke institutions.
Jindal Naveen Avsar Limited has been selected as the Anchor Industry Partner for the cluster, with a proposed investment of ₹240.21 crore.
ArcelorMittal Nippon Steel to anchor Gujarat project
In Gujarat, the approved cluster will have Government ITI Surat as the hub, with Government ITIs at Hajira, Bardoli, Sachin and Surat (Mahila) functioning as spokes.
ArcelorMittal Nippon Steel India will serve as the Anchor Industry Partner, investing ₹240.18 crore in the project.
Three Telangana clusters approved
Telangana secured approval for three ITI clusters with a combined investment exceeding ₹757 crore. The first cluster will have Government ITI Old City as the hub, supported by Government ITIs at Warangal, Nalgonda Boys, Vikarabad Girls and Panjaguda. Apollo MedSkills Limited has been selected as the Anchor Industry Partner with a proposed investment of ₹241.01 crore.
The second cluster will comprise Government ITI Patancheru as the hub, along with Government ITIs at Shadnagar, Marpally, Nalgonda (New) and Bhongir. Sri Siddharth Infratech & Services (India) Pvt. Ltd. will anchor the project with an investment of ₹275.24 crore.
The third cluster will be centred around Government ITI Sangareddy, with Government ITIs at Hathnoora, Medak, Dubbaka and Yellareddy serving as spokes. Neuland Foundation has been selected as the Anchor Industry Partner with a proposed investment of ₹240.94 crore.
Industry-led ITI modernisation
The approved projects are expected to accelerate the modernisation of India’s vocational training ecosystem by creating industry-aligned training infrastructure, upgrading curricula, and improving job readiness among students.
With the nationwide rollout now approved, PM-SETU is set to expand industry collaboration across 200 ITI clusters, supporting the Government’s broader objective of building a future-ready skilled workforce.
