In a significant boost to India’s life sciences manufacturing ecosystem, Ramky Infrastructure has signed a concession agreement to develop a large-scale high-tech pharmaceutical park at the Dighi Port Industrial Area in Raigad district of Maharashtra.
The agreement, executed between the Maharashtra Industrial Development Corporation (MIDC) and Maha Integrated Life Sciences City Ltd (MILeS City), a wholly owned subsidiary of Ramky Infrastructure, marks a major step in creating an integrated industrial hub for pharmaceutical and biotechnology manufacturing.
₹3,000-Crore PPP Project
The project will be implemented under the public-private partnership (PPP) framework using the design, build, finance, operate and transfer (DBFOT) model. With an estimated investment of ₹3,000 crore, the development will span a 95-year concession period, including a five-year construction phase.
Ramky Infrastructure expects to complete the construction over the next five years, with the project contributing significantly to its order book, which now stands at approximately ₹13,500 crore following the agreement.
Building an Integrated Life Sciences Hub
Spread across nearly 1,000 hectares within the Dighi Port Industrial Area, covering parts of Mangaon and Roha talukas, the proposed pharmaceutical park will feature a comprehensive industrial ecosystem designed to support companies across the life sciences value chain.
The project will integrate industrial zones, commercial spaces, advanced utilities, internal road networks, and common infrastructure, along with designated green and open areas.
A key objective of the development is to create a world-class integrated manufacturing ecosystem for pharmaceutical, biotechnology and life sciences companies, enabling them to operate within a collaborative, innovation-driven environment.
Infrastructure For Innovation And Efficiency
The planned ecosystem will offer shared infrastructure and advanced utilities, helping companies optimise capital expenditure while improving operational efficiency.
The park will also include research and development centres, incubation hubs and technology transfer platforms, designed to foster collaboration, innovation and sectoral capability building. Environmental responsibility will remain central to the development, with infrastructure designed to meet high standards of sustainability, safety and regulatory compliance.
Under the concession agreement, MILeS City will be responsible for development, operation, maintenance and management of the project throughout the concession period.
Ramky Infrastructure CEO Sunil S Nair said the agreement marks an important milestone for both industry and communities. The creation of a large-scale integrated life sciences ecosystem at the Dighi Port Industrial Area would support employment generation, enhance regional infrastructure and encourage innovation, while attracting long-term investments into Maharashtra. The project, he added, is designed to provide pharmaceutical and biotechnology companies with a globally competitive manufacturing environment backed by robust infrastructure.
