The Government of Japan has committed an Official Development Assistance (ODA) loan of JPY 275.858 billion (approximately ₹16,420 crore) to India for four major projects spanning urban transport, healthcare, and agriculture. These projects will be implemented in the states of Punjab, Karnataka, and Maharashtra.
Four Key Projects Identified
The funded projects include the Bengaluru Metro Rail Project (Phase 3) (I) (JPY 102.480 billion), the Mumbai Metro Line 11 Project (I) (JPY 92.400 billion), the Project for Strengthening Tertiary Healthcare Delivery, Medical Education System and Nursing Education System in Maharashtra (I) (JPY 62.294 billion), and the Project for Promoting Sustainable Horticulture in Punjab (JPY 18.684 billion). Loan agreements have been signed between the Government of India and the Japan International Cooperation Agency (JICA).
Boost to Urban Transport Infrastructure
The Bengaluru Metro Rail Project Phase 3 aims to address rising traffic demand in the Bengaluru Metropolitan Region by expanding the mass rapid transit system. The project is expected to promote regional economic development, improve the urban environment, and mitigate climate change by easing congestion and reducing vehicular pollution.
Similarly, the Mumbai Metro Line 11 seeks to enhance Mumbai’s urban mobility by expanding its metro network. The initiative will help reduce traffic congestion, improve air quality, and support sustainable urban development.
Strengthening Healthcare and Medical Education
The healthcare project in Maharashtra focuses on improving access to and quality of medical care by strengthening tertiary healthcare infrastructure. This includes the development of hospitals, medical colleges, and nursing institutions. The project is also expected to contribute to the advancement of Universal Health Coverage (UHC) in India.
Promoting Sustainable Horticulture in Punjab
The horticulture project in Punjab aims to enhance farmers’ incomes by promoting diversification into high-value crops. It will also focus on infrastructure development, strengthening value chains, and capacity building, thereby supporting environmental sustainability and socio-economic development.
