Tamil Nadu Finance Minister Dr N Marie Wilson on Wednesday presented the State Budget for 2026-27, unveiling an ambitious roadmap centred on industrial expansion, artificial intelligence, higher education, youth skilling and social welfare, while reaffirming the government’s commitment to inclusive economic growth.
The Budget announced a series of initiatives aimed at attracting investments, strengthening manufacturing competitiveness, creating skilled manpower and expanding welfare programmes for students, entrepreneurs and disadvantaged communities.
Industry push
To accelerate industrial growth, the government will promote the establishment of more Multi Modal Logistics Parks (MMLPs), dry ports and petrochemical clusters, while also exploring the feasibility of setting up new ports across Tamil Nadu.
A new Tamil Nadu Industrial Policy will be unveiled to strengthen the State’s position as one of India’s leading manufacturing destinations. The policy will focus on innovation, technology-driven industries, sustainable manufacturing and export promotion.
Digital investment ecosystem
To improve investor experience, the government will introduce ‘Guidance 3.0’, an AI-powered investment facilitation platform that will integrate all approvals and investor services on a single digital interface.
The upgraded Tamil Nadu Single Window Portal 3.0 will enable investors to secure statutory approvals, clearances and no-objection certificates seamlessly, reducing project implementation timelines.
To tap investments from the global Tamil community, the government will establish a Non-Resident Tamil Investment Facilitation Desk under Guidance to assist overseas Tamils in investing in the State.
Industrial parks and space economy
The Budget also focuses on balanced regional industrialisation. SIPCOT will establish new industrial parks in industrially backward districts based on district-specific industrial strengths, with an investment of about ₹3,200 crore over the next five years.
In a major announcement for the southern districts, Thoothukudi and Tirunelveli will be declared a Space Industrial Investment Zone, leveraging the upcoming Kulasekarapattinam spaceport. The government, in collaboration with IN-SPACe, will establish a Space Vehicle Common Technical Facility to support private companies, startups and research organisations.
The Industries, Investment Promotion and Commerce Department has been allocated ₹4,414 crore in the Revised Budget Estimates.
Battery storage policy
Recognising the growing importance of renewable energy storage, the government will introduce a Battery Energy Storage Systems (BESS) Promotion Policy aimed at attracting private investment and positioning Tamil Nadu as India’s BESS Hub.
Education gets major boost
The Budget announced a ₹2,000-crore ‘Vetri Laptop Scheme’ to provide laptops to college students as an essential learning tool.
The government will also establish the Tamil Nadu Student Housing & Infrastructure Corporation (TNSHIC) as a special purpose vehicle to execute the TN-SUDAR initiative, under which 200 integrated student hostels with one lakh modern beds will be created across major education hubs.
The project, with an estimated investment of ₹3,200 crore, will be implemented through a Public-Private Partnership (PPP) model, backed by a 20% State capital grant of ₹640 crore.
Higher education and skills
A specialised Government Law College, modelled on a School of Excellence in Law, will be established in Madurai from the 2027-28 academic year with an annual intake of 300 students.
The Higher Education Department has been allocated ₹8,393 crore.
To improve employability, the government will launch the ‘Vetri Skill Training Scheme’, which aims to provide industry-oriented training to 12 lakh college students and one lakh unemployed youth this year.
The scheme also proposes internships for 20,000 youth, along with monthly stipends for graduates and vocational students, with preference given to candidates from families without permanent employment. The government has allocated ₹150 crore for the programme.
AI-led workforce
In another major initiative, Tamil Nadu announced the AI Industry Development Programme to prepare the State’s youth for emerging technology jobs.
Working with IIT Madras, engineering colleges, polytechnics and ITIs, the programme aims to train five lakh students by 2031 through specialised AI curricula developed jointly by academia and industry.
The initiative is expected to strengthen Tamil Nadu’s position as a leading destination for AI talent and future technologies.
Social entrepreneurship
The Budget also strengthened welfare measures for Scheduled Castes and Scheduled Tribes through entrepreneurship and livelihood programmes.
The Vetri Entrepreneur Scheme, with an allocation of ₹75 crore, will provide capital subsidy and interest subvention to promote entrepreneurship among Adi Dravidar and Tribal communities.
The Annal Ambedkar Business Champions Scheme has received ₹165 crore to support business creation through loans and capital subsidies.
In addition, the government will launch ‘Mannin Magal Thittam’, allocating ₹20 crore to help Adi Dravidar and Tribal women agricultural labourers become landowners while providing them training in modern farming techniques.
Growth with inclusion
The Budget reflects the government’s twin strategy of making Tamil Nadu a high-technology manufacturing and investment destination while simultaneously expanding education, skilling and welfare initiatives. The emphasis on AI, logistics infrastructure, the space economy, battery storage and digital governance is aimed at sustaining long-term industrial growth, while parallel investments in student infrastructure and social entrepreneurship seek to ensure that the benefits of economic expansion reach a wider section of society.
