OIL Green Energy Ltd (OGEL), a wholly owned subsidiary of Maharatna CPSE Oil India Ltd (OIL), has signed memoranda of understanding (MoUs) with four municipalities in Haryana to develop integrated compressed biogas (CBG) and waste-to-energy projects.
The agreements cover the Gurugram, Faridabad, Hisar and Ambala clusters and were signed in the presence of Nayab Singh Saini, Chief Minister of Haryana, along with senior ministers, Members of Parliament and senior officials of the Haryana government and OIL/OGEL.
Together, the four proposed facilities will have the capacity to scientifically process 5,000 tonnes of municipal solid waste per day and are expected to produce 70–75 tonnes of CBG per day, along with 50 MW of green power.
Four waste-to-energy clusters
The proposed projects will be developed with processing capacities of Hisar: 500 tonnes per day (TPD, Ambala: 900 TPD, Faridabad: 1,600 TPD and Gurugram: 2,000 TPD.
The projects will adopt an integrated waste-processing and resource-recovery model aimed at extracting maximum value from different streams of municipal solid waste.
Under the proposed model, municipal waste will undergo scientific pre-processing and segregation. Recyclable materials will be recovered, while the wet and biodegradable fraction will be used to produce CBG.
The non-recyclable dry fraction will subsequently be utilised for power generation through waste-to-energy facilities.
From waste to clean energy
The integrated approach is designed to maximise resource recovery while improving energy recovery from waste that cannot be recycled or processed into biogas.
By converting different fractions of municipal waste into CBG and green electricity, the projects are expected to reduce dependence on landfilling and support more sustainable municipal waste management.
The initiative also aligns with Haryana’s efforts to strengthen scientific and sustainable management of municipal solid waste while supporting India’s broader objectives of Waste-to-Wealth, circular economy and clean energy transition.
Supporting circular economy
The projects are aligned with the Government of India’s GOBARdhan – National Circular Bioenergy Scheme 2026, which seeks to promote scientific management of organic waste and accelerate its conversion into CBG and other forms of clean energy.
For OIL, the collaboration marks a step towards expanding its low-carbon energy portfolio through OGEL and developing integrated waste-to-clean-energy solutions at scale.
The four projects are expected to create a model in which municipal waste is treated not merely as a disposal challenge but as a source of recyclable materials, renewable gas and green power.
With a combined processing capacity of 5,000 TPD, the Haryana initiative represents a significant expansion of OIL’s presence in the emerging waste-to-clean-energy segment and supports the transition towards a more circular and resource-efficient energy ecosystem.
