Shiva Cement Ltd, a subsidiary of JSW Cement Ltd, has received modified Environmental Clearance and Consent to Operate for its Khatkurbahal (North) Block limestone and dolomite mines in Odisha, enabling it to commercially mine and sell dolomite.
The approval enables Shiva Cement to commercially undertake mining and sale of dolomite from the block.
Dolomite mining cleared
The modified approval expands the scope of the mine to include dolomite production of 2.4 million tonnes per annum.
The block holds total dolomite resources of 89.09 million tonnes, of which 48.27 million tonnes are mineable.

“Being able to commercialise 2.4 million tonnes of dolomite a year gives us a new revenue stream, deepens our presence in Odisha’s mineral economy and reinforces the raw material security that underpins our growth in eastern India,” said Shiva Cement CEO Manoj Kumar Rustagi.
Supports multiple industries
Dolomite is a key raw material used in the steel, cement, glass, refractories and allied industries.
The company said the approval opens a merchant sales opportunity while enhancing raw material availability within the JSW ecosystem.
Expanding operations
Shiva Cement’s clinker manufacturing facility is strategically located at the junction of Odisha, Chhattisgarh and Jharkhand, providing access to key raw materials required for cement production.
In FY26, the company commissioned a 1 MTPA cement grinding unit at Sambalpur, Odisha, under a commercial arrangement with Bhushan Power and Steel Ltd to cater to rising cement demand in the region.
