CSM Technologies Deploys Kenya Govt’s Digital RMS For Mining Sector

CSM Technologies Ltd, a GovTech company providing digital public infrastructure (DPI) solutions across emerging economies, has developed and deployed Kenya’s Royalty Management System (RMS) for the State Department for Mining, Government of Kenya.

Implemented through CSM Tech Limited, the company’s wholly owned Kenyan subsidiary, the platform went live on September 28 and has become the official nationwide digital channel for declaration, assessment, payment and monitoring of mineral royalties.

The deployment comes as Kenya’s mining sector gains economic significance. According to the Kenya National Bureau of Statistics’ 2026 Economic Survey, the country’s Mining and Quarrying sector grew 14.9% in 2025 after contracting 7.8% in 2024.

The State Department for Mining has reported that Kenya’s mineral exports were valued at about US$220 million in 2024-25, generating KSh 991.3 million in royalties.

Digital system for mineral royalty compliance
The RMS has been designed to support implementation of Kenya’s Mining Act, Cap 306, under which mineral right holders are required to pay royalties on minerals produced and sold.

Under Kenya’s revenue-sharing framework, royalty proceeds are distributed among the National Government, County Governments and Host Communities in the ratio of 70%, 20% and 10%, respectively.

The digital platform enables mineral right holders and licensed dealers to complete the royalty compliance process online. Users can register and manage miner profiles, submit royalty declarations, receive automated assessments, generate invoices and make digital payments.

The system also provides real-time compliance tracking, authenticated transaction records and monitoring of penalties and outstanding liabilities.

Real-time visibility for government
The RMS integrates with mining licence records and maintains secure audit trails through role-based permissions. This is expected to reduce manual intervention while improving transparency and operational efficiency.

For government authorities, the platform provides real-time visibility into royalty accruals, payments and compliance trends. This can support faster reconciliation and more efficient distribution of royalty revenues to county administrations and host communities.

The rollout is part of Kenya’s wider effort to modernise public service delivery through technology-driven governance platforms and digital public services.

Platform designed for Kenya’s diverse mining sector
The rollout strategy covers the full spectrum of Kenya’s mining sector, including large mining enterprises, mid-sized operators and artisanal and small-scale miners.

The State Department for Mining is facilitating onboarding, registration support and technical assistance through Madini House in Nairobi and County Mining Offices across the country.

CSM Tech Limited is responsible for end-to-end implementation, including solution design, development, deployment, capacity building, knowledge transfer and post-go-live support.

CSM expands mining technology footprint
The Kenyan deployment builds on CSM Technologies’ experience in digital mining governance and mineral administration in India.

The company has delivered RajMines for the Department of Mines & Geology, Government of Rajasthan, which has facilitated more than 20.5 million digital transit permits. It has also developed the Integrated Mines and Minerals Management System (i3MS) for the Government of Odisha and Khanij Online for the Government of Chhattisgarh.
