RBI Opens Special Dollar Window For IOC, BPCL And HPCL From October 12

CW Bureau ·

The Reserve Bank of India (RBI) has opened a special foreign exchange window to meet the entire daily US dollar requirements of three public sector oil marketing companies (OMCs), effective October 12, 2026, in a move that will provide a dedicated channel for their dollar purchases.

The facility will cover Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL). The central bank will sell US dollars to the companies through designated banks.

The arrangement will remain in place until further notice, the RBI said in its announcement on Saturday.

Dedicated dollar supply for oil companies
The RBI said the decision followed an assessment of prevailing market conditions. However, it did not specify the factors that prompted the introduction of the facility or disclose the daily dollar amounts expected to be supplied.

The special window will allow the three state-owned oil marketing companies to meet their entire daily dollar requirements through the designated mechanism, rather than relying solely on their usual channels for purchasing foreign currency.

Oil marketing companies require substantial amounts of US dollars to settle international crude oil purchases and other overseas payments. Since crude oil is predominantly traded in dollars, fluctuations in the rupee-dollar exchange rate can affect the domestic cost of imports and the companies’ working capital requirements.

Implications for the foreign exchange market
The facility creates a dedicated route for meeting the dollar demand of three major public sector oil buyers. Its implications for the wider foreign exchange market will depend on the volume of dollars supplied and how the arrangement affects their purchases through other market channels.

If dollar requirements are met directly through the RBI, demand from the three companies in the regular foreign exchange market could be reduced to the extent that their purchases are shifted to the special facility.

However, the RBI has not disclosed the expected scale of dollar sales or indicated whether the measure is intended to influence exchange-rate movements.

The arrangement also does not, by itself, guarantee lower crude oil import costs, as these depend on international oil prices, the exchange rate and other factors.

Facility effective Monday
The special window will take effect on Monday, October 12, 2026, and continue until further notice.

The RBI has not announced an end date or provided details on the operational limits, pricing mechanism or settlement procedures under the facility.

The development will be closely watched by foreign exchange market participants for its implications for dollar demand, given the significant overseas payment requirements of India’s public sector oil marketing companies.
